EndNote 8/8.02 not completing synchronisation with EndNote cloud

For the last week or so EndNote has been unable to complete synchronisation. It is able to authenticate and establish what folders and groups are in use but does not complete the sequence. The message is in the attachment. I have tried reinstalling the software, rolling back to version 8, and monitoring network trafffic with WireShark. Something or some state is preventing what amounts to a new dozen records or so being synchronized. EndNote is always prompting to synchronise but never completes. Until this started synchronisation was reliable. Is there some logging or diagnostics that can be enabled or inspected?
