Endnote puts the reference list automatically after the text. But for some journals, such as optics express, the reference list is before the main text. I tried to figure out but couldn’t. I hope people here could help me out.

Once it is created the first time, you can select the reference list and move it to where ever you want it to be. It will stay there.
