SALJ Output Style

Please help me find a style as similar as this, it must be based on a similar style. Its called the South African Law Journal.

They are pretty complicated and a full example of how things are cited would be helpful (these are all in footnotes, as in the 1 page example of an article at the end?).  

I would look at Chicago 16th Footnote, which is pretty close, but includes a Bibliography.  That can be removed too.  I attach the footnote only version and the footnote (and bibliography) version below.
