This appears to be what happens when you have the anonymous settings set to use APA rules in the output style (it does say to put the title in quotes in the APA manual). If you turn that off, your quotes are likely to go away, as they aren’t in any of the templates. (I assume the cases don’t have authors?)
remember to save the output style to a new name to use that newly named output style in your manuscript and update citations and bibliography. see setting in attached.
