automatically find full text not working

Running EndnoteX9 on a PC.  No subscriptions, just looking for free texts.  I have the “automatically find full text for new references” checked.  When I import a new reference, however, it doesn’t check for full text.  I have to do it manually, and when I do it finds it.

Any suggestions?
