Figures are not citations, and wouldn’t normally show up in a bibliography of a manuscript? Or do you mean a citation in a figure legend isn’t showing up? If you figure is in a text box, word might not be seeing the endnote field. If they are numbered, it may be numbered as “1.” rather than in the right place in an by appearance list.
