How about “Government Document”? I cheated a bit to used the existing template shown below.
To get exactly what you show, I put the info in the fields as shown in the attached image and got the output at the bottom for APA 6th out of the box. The only difference is a ; instead of a . so the attached APA 6th edited style, I made that change in the template. However, the entire “title” is italicized, and if that is not what you want, then you might need to put the Fed Reg number in another field and further modify the template. I made a nother change to “unpublished work” template in the APA 6th edited style and put the info in the fields as shown in capture2. So you can try this style and either of those ref types. If the title shouldn’t be italicized you can remove the Italics from the title field item in either of these two templates
