continuous references for multiple documents. new NIH format

with the new NIH grant format that has multiple sections, but only a single reference section, it would be very helpful to be able to have Endnote deal with this efficiently.

Actually, EndNote X3 allows this.  Go to Edit > Output Styles > Edit ‘<stylename>’

Then under the “Sections” you can select “Create a complete bibliography at the end of the docuemnt”

or one of the 2 options for separate bibliographies.

And with older versions of Endnote, this is the only option.
