how to create a new templates by yourself?

 If I need a new template, how to create one or how to modify an existing one?

I am looking for the template of crop science, the URL is https://www.crops.org/publications/cs, can anyone help me to create a one?

PS：I am looking for the manuscript templates for someone to write article with it, not the output style.

These cannot be user generated (at least I have never figured out how to do it) and was an underutilized facility of Endnote that is no longer in development to my knowledge.  They haven’t removed the existing templates and the feature itself, but no longer create new ones.
