Editor lists: Abbreviated (normal) vs. (short form)

When does the abbreviated short form kick in (in Author Lists)? I have some references that are following the short form and not the long form (the short lists the first author and then “et al.”; the long lists 3 authors then “et al.”). I would like to oblige the long form here. But the second (and all subsequent) citations are reverting to the short form. Is that controlled anywhere in the Styles?

are you talking about citation settings or setting in footnotes?  The long short forms, I think, are used in footnotes.  The citation settings are set in the citation settings, author lists – as in the attached.  If you don’t want a shorter form, all you have to do is edit the “subsequent appearances”  to be the same settings as the first appearance.
