I just noticed another, possibly related, issue. I recall that I usually click an in-text citation (in MS Word) it ‘highlights’ in gray. Now, when I click on a citation there is no highlighting with either a regular click or right click.

Scratch that. Endnote citations won’t highlight gray in MS Word if I have the text highlighted (e.g. yellow highlighting of text). If I remove the MS Word highlighting I then get the typical gray highlighting of citations (but still no options for ‘edit citation(s)’ in the right-click menu. This does not appear to affect my problem in any way.
I think you need to call techsupport, as they are going to be able to help you more than the user group on this one. It isn’t anything like anything I have ever seen. But I can’t test Word 2007 and Endnote – running word 2010 or 2013.
www.endnote.com/support for details. (and I recommend calling rather than emailing if possible).
OK, I just talked to Tech Support. They are saying this is likely a Microsoft Word 2007 glitch in the menus and is readily reproduced in MS Word 2007/EndNote X7.4. (I’m sure MS is going to get right on this, roll eyes, sigh, shake head).
HOWEVER, I can make the menu magically appear using what I refer to as a ‘Microsoft Solution.’
Right click the citation to display the whatever-its-called menu
Hover on the ‘Edit Citation(s)’ option, observe the blank box at right
Move the mouse pointer up on the menu and hover on ‘Numbering.’ Observe the full menu for numbering displays.
Move the mouse pointer back down on the menu and hover again on 'Edit Citation(s).
*** Voila, the normal menu appears and is functional [e.g. ‘Display as Author (Year)’] ***
