Hi- I am working on an Endnote library for someone and want to know if I can create a bibliography just from that. I don’t have the original paper and just want to take all the references from the library and make them a bib. Any help is appreciated!

You could also keep a copy of the EndNote library but if you prefer you could just generate just a list of the references.
Have your wordprocessing application (e.g., MS Word) open to a blank document then highlight/select all the references in the EndNote library then go to the toolbar and select TOOLS, CWYW, INSERT SELECTED CITATIONS. This will generate a list of cites and an accompanying reference list. Then while in MS Word, convert the citations and bibliography to plain text.
You can also export the library to an RTF document, making sure the correct style is selected in that dialogue
