Help with importing a library

Hello,

A colleague of mine sent me a library, but I cannot open it or import it.  When I try to do so, nothing comes up.  Any help would be greatly appreciated.

I still don’t know what version its from, but I think it is older than the one I have.  How do I go about opening it once I have the files in the .DATA?
