Can I import all the references of a paper that exists in  my library instead of adding them one by one.

If you are asking if you can import cited citations from a paper, can export the cited papers in SCOPUS and import them if you have access via your institution. 

You might be able to  Web of Science thru Endnote Web?) may also offer this facility.
