While trying to access endnote application , Many users are receiving the below pop-up error 

“there was a problem sending the command to the program”

Issue has been reported by more than 3 colleague in Endnote X7

Kindly advice

From word to Endnote or from Endnote to Word?  Mac or PC?  

I have had that when trying to go from Word to endnote and endnote opens with a prompt to update, so it gets “stuck” waiting for endnote to respond.  when you go to endnote you need to respond (and update, and ignore the sync step) so it can open the library?
