Endnote Web accessable to people who don't own Endnote?

I am wondering if I am able to share my reference library on Endnote Web with people who do not own the full Endnote x3 software.  That is, would someone be able to create a Endnote Web account and access shared references without actually owning the software?

I don’t think EN Web is a free service. I believe you need at least cite license of EN web or purchasing EN. Please forward your question to the EN Web forum or call Thomson Reuter directly for clarification.

EndNote Web is also available as part of the Web of Knowledge platform http://www.isiwebofknowledge.com/ which is licensed by most of the world’s leading universities and research centers. Faculty, students, and staff associated with these institutions have access to EndNote Web without the need to install EndNote. Having both the web and desktop versions of EndNote extends the power of both but it is not necessary to have both.
