Institution with several commas as author

Hello,

I am using Endnote X5 with Word for Mac 2011 and I try to correctly display the following institution as an author: 

Department of Sustainability, Environment, Water, Population and Communities

I tried to use two commas where the first comma is, or use two commas after the whole term, or use every single segment between the commas as independent author (pressing “enter” after every segment).

The first two approaches produce a correct bibliography, but the in text citation is “Department of Sustainability”. The last approach does not work because the last segment is connected to the previous ones with a “&” in the bibliography.

The only way to circumvent the shortened name (using the first double comma trick) is to right click and hide the author and type the full name as the prefix, I believe.
