New citation template

I have read posts from previous years about the inability to add new citation templates - has this been fixed?

I want to cite a chapter of the Diagnostic and Statistical Manual of Mental Disorders, in-text. I want my first citation to look like this:

“… as referenced by the Diagnostic and Statistical Manual of Mental Disorders (DSM-5; 5th ed., American Psychiatric Association [APA], 2013)

and subsequent citations to look like this

“… as stated by the DSM-5 (APA, 2013)

As you can see, there is a lot of extra information in the first citation because of the abbreviations of the proper nouns. To my knowledge, simply editing the “Citation” citation template under APA 6th cannot accomodate for differences between first and subsequent citations - all changes to the template are applied globally, to all citations. Am I wrong, or is there a way to achieve this?
