I guess we need to know how they aren’t being ordered correctly? If they in alpha and not by appearance, that is fixed in the output style but if it is starting with 2 or 3 rather than 1, perhaps this Knowledgebase article will provide the answer.
The trick is to use a frame instead of a textbox so that the citations aren’t assigned the 1st numbers prior to the text. My preferred way to insert a frame in Word 2010/2013 is here.
(Just to note that this “feature” also affect words ability to include figure titles in tables for those of you who are working on long documents with tables of figures and tables of tables).
